Sir,
I take the liberty of calling Your Excellency's benevolent attention to the matter of the search of the
Peruvian Consulate which took place at Hong-kong on the 22nd July last.
Under superior orders the police authorities of Hong- kong carried out a minute investigation of the effects and papers of the Peruvian Consul and Chancellor and in spite of the unjustifiability of such an exceptional measure, extended their search to the offices.of the Consulate and
the official archives which were freely examined.
Apart from the motives which induced the british
authorities to order the entry and search of the private residence of the Peruvian consular officials, such a proceed- ing was a violation of the privileges which article XI of the Treaty of Friendship Commerce and Navigation of April 10th, 1850 between Great Britain and Peru recognises in favour of the consuls of each country in the territory of the other, a privilege which British Consuls have always enjoyed, and still enjoy, in Peru.
